Contracts & Procurement Manager

A newly created role sitting within the Procurement team of this inspiring, public sector employer. With strong succession and development opportunities, the key purpose of this role is to provide advice to managers to ensure all tendering and contracting activity complies with all relevant legislation, policy and procedure. Key duties to include:
Produce & authorise tender award notices, specifications, tenders, quotations & final contract award documentation.
Plan & prioritise the tender process to ensure timescales outlined in the project timetable are maintained by all parties.
To lead on procurement in support of capital developments & revenue contracting.
Presenting outcomes of tender submissions to internal users and external suppliers.
Plan and undertake effective negotiation with suppliers to obtain value for money & identify opportunity to achieve standardisation & savings.
Actively monitor and manage contracts and supplier performance.
Negotiate on behalf of internal stakeholders on contractual matters including price, service and delivery performance.
Responsible for establishing & monitoring service level agreements with both internal & external parties & sharing best practice in order to generate improved results.
Plan and co-ordinate purchasing/contract workplans.
Produce regular reports detailing savings achieved, adverse cost changes, contract variances, and details of contracts.
Develop ongoing relationships with suppliers.
Candidate requirements:
Part or fully CIPS qualified a distinct advantage.
Demonstrable experience of contracting/procurement in public sector procurement.
Evidence of being able to initiate tenders & contracts is essential with exposure to EU procurement & contract management
Proven ability to analyse & evaluate data & present recommendation regarding contract award to stakeholders
Ability to communicate effectively in difficult & contentious management scenarios.
Able to meet deadlines and to plan and prioritise own workload & workload of others.
Good interpersonal skills.
Ability to persuade & influence to achieve results without supervision.
Attention to detail
Thorough understanding of MS Word/Outlook/Excel
