Baltimore, Maryland Area, US - Information Technology and Services



The Development Effort Consolidation Contract (DECC), of which CSC is the lead under the Centers for Medicare and Medicaid Services (CMS), constructs CMS’s forward looking health care quality systems environment. This program is beginning it's fourth option period supporting various lines of businesses across the agency.



Seeking a Software Development Lead with 9+ years of experience in the IT field or in a related area. Familiar with a variety of the field's concepts, best practices and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. Leads and directs the technical work of others up to a group size of 15. Will report to a project lead or manager. A wide degree of creativity and self-direction is expected.



Knows how to develop in Oracle ADF and Java with the ability to integrate data and technical services to other COTS packages. Will follow a disciplined Service Development process and work well in an integrated service environment. Can lead a team of 12-15 and define the design rules and recommend improvements of the process and products. Oracle BPM, SOA Suite, OBIEE, Oracle Data Integration, JDveloper, Web Services and Web Logic.



Primary Skills

* Excellent Communication Skills - both written and verbal, with prior experience leading a technical team of up to 15 people

* High-Level of object-oriented design skills - including design patterns, web service and Java best practices

* Excellent problem solving skills with ability to provide technical leadership and guidance



Secondary Skills

* Healthcare experience

* Serena ALM experience

* Integration experience



Works with architects to provide initiation and senior-level application design deliverables; develops and implements complex software applications.



• Bachelor's degree in computer science, management information systems or related field preferred; or equivalent combination of education and experience.
