Sourcing/Category Lead

Newport, United Kingdom, GB - Government Administration

Category Lead sought for a rapidly expanding central government organisation based in Newport. The right candidate will be responsible for managing an experienced team that develops procurement best practice in respect of contracts and tendering process. The post holder will mentor and guide all members of the Procurement team to ensure their development and competence in all aspects of the team's work. The right individual will develop and lead the delivery of strategic sourcing plans through the implementation of efficient and effective procurement projects. The post holder will deputise for the Deputy Departmental Lead in times of absence. A CIPS qualification is desirable, but not essential.



Key areas of responsibility



- Procurement Design - meet stakeholder requirements by promoting an integrated approach in meeting deliverables to ensure stakeholder commitment and compliance with category priorities and contracts.

- Procurement Process Management - setting, monitoring and delivering to timescales and monitoring milestones

- Staff Management



Essential Requirements



- Evidence of experience using Category Management approach to identify opportunities and deliver high value and complex contracts for the provision of goods and services.

- Extensive knowledge of EU procurement regulations.

- Experience of managing high value and complex contracts to deliver further value through supplier relationship management. Use of tools and techniques such as balanced scorecards, KPIs, SLA's continuous improvement and demand management.

- Outstanding stakeholder management, engagement and influencing skills in a complex customer and supplier environments.

- Data analysis & reporting skills. Uses information to ensure the evidence base for Government Procurement Service strategy and work is open to critical challenge and inspires the confidence of stakeholders.

- Experience of managing personnel, with an ability to retain the focus and motivation of team members to drive organisational and team specific targets.

- Capability in using Microsoft Office Applications
