Senior Healthcare Business Analyst


The Rural Health Community Coordinator Leads (RHCC Leads) will coordinate and guide the deployment and implementation efforts for VLER Health Exchange, Direct Secure Messaging and Blue Button Download projects in designated rural and very rural VA Medical Centers (VAMCs). Efforts will include community outreach, coordination, analysis, and reporting while leading a regionally dispersed team of ten (10) RHCCs. They will draw from the lessons learned from the previous program efforts, to evolve a more adapted and efficient implementation for each rural situation. Furthermore, they will work closely together to continuously learn from each other and refine their plans. Finally, they will compile their lessons learned and assist the VA in a national rollout benefiting the complete Veteran population. The purpose is to demonstrate the feasibility and the value of exchanging health information between DoD and VA clinicians and private sector clinicians who care for the same Veterans


Specifically, the RHCC Lead will support the following specific tasks:


1. Train ten (10) fellow RHCCs in the implementation taskings and application usage of the three health data exchange platforms;


2. Coordinate efforts with fellow RHCC Leads and the national program office to maximize effectiveness within area of responsibility;


3. Lead and coordinate the deployment in a specified VAMC as the main point of contact (POC) when interfacing with stakeholders supporting VA, DoD and private sector providers interested in implementing Veteran health data exchange in the specified VLER Health Community. A partner is defined as a healthcare system or health information exchange organization.


4. Coordinate, influence and assist local teams that will support the Veteran Health Data Exchange.


5. Provide project planning support at each new and existing health data exchange community.


6. Provide communications support at each new and existing health data exchange community for VLER Health.


7. Provide remote training via telephone or live meeting, when a new VA Medical Center is added to a community.


8. Develop project milestones for each new and existing Health Data exchange community and track progress toward those milestones based on participation in all local activities, including contacts with healthcare partners and with DoD.


9. For each new health data exchange community the Contractor shall analyze the partners readiness, work with health data exchange community participants and stakeholders to refine the findings and formulate proposals for VLER Health deployment local initiatives. Analyze and document, for each health data exchange community and the medical center, the business processes used for the release of patient information, patient identity management, information security, patient consent, and patient clinic visits.










Qualifications

Requirements include:


Minimum of 5 years clinical or technical experience with VA or DOD health care system.


Minimum of 5 years’ experience in the coordination of various stakeholder groups.


Minimum of 2 years developing formal project plans and presentations and presenting to executive leadership and stakeholders.


Minimum of 2 years developing formal test plans and executing those test plans and documenting the results.


Knowledge of health information exchange between VA and DOD or VA and private partners or DOD and private partners, or the ability to quickly learn


Must possess excellent oral and written communication skills.


Each RHCC Lead shall have the following knowledge and skills:


(A) Small Group Leadership


1) Ability to communicate plans and methods to a motivated group of colleagues;


2) Ability to learn a complex process and then rapidly train others;


3) Ability to mentor others and troubleshoot processes when geographically separated;


4) Ability to collaborate with a small group of peers to improve processes.


(B) Health Care Systems and Health Information Exchange:


1) Thorough knowledge of private and public health care systems;


2) Experience working in a health care system; and


3) Understanding of technical requirements for health information exchange between private and public sector partners.


(C) Communications, Marketing, and Education Practices:


1) Ability to develop focused communications for a variety of audiences;


2) Ability to communicate with various stakeholders and partners;


3) Ability to work effectively with organizations of various sizes and complexity;


4) Experience developing education and marketing materials; and


5) Ability to negotiate and problem resolution.


(D) Program or Project Management Approach:


1) Ability to develop and maintain a formal project plan and schedule in accordance with established project management processes as defined in the Project Management Body of Knowledge;


2) Demonstrated ability to execute a project plan using established processes;


3) Ability to create and deliver formal presentations to VA management and executive leadership and VA stakeholders;


4) Ability to produce well written, organized and succinct reports; and


5) Ability to manage competing priorities and to adjust quickly and efficiently to changes in work direction.


(E) Test Planning and Execution:


1) Ability to develop and maintain formal test plan.


2) Ability to execute testing via a formal test plan.


3) Ability to document test results.
