The person filling this Project Manager role will work in the Defense Enrollment Eligibility Reporting Systems (DEERS) Division for the DMDC Enterprise Information Technology Services (EITS) contract.
PROJECT SUMMARY:
The Project Manager is responsible for planning, executing and evaluation of projects according to predetermined timelines and budgets. Building and managing project terms, reporting to Project Sponsor and answering quality control throughout project life cycles are central to the position. Depending on project size, the project manager may need to manage multiple concurrent projects, all in different phases.
JOB DUTIES:
•Manage project development life cycle from initiation to closure
•Create and maintain a detailed project plan, including deliverables from external parties and corresponding dependencies
•Accountable for project results along with project sponsor
•Work with project sponsor and stakeholders to complete project charter outlining scope, goals, deliverables, required resources, budget, timing
•Complete work breakdown structure to estimate effort required for each task
•Provide project schedule to identify when each task will be performed
•Clearly communicate expectations to team members and stakeholders
•Act as mediator between stakeholders and team members
•Identify and remove project impediments, or escalate to proper decision makers
•Manage risks mitigation plans throughout project life cycle
•Effectively manage project scope by ensuring any changes to scope are documented and approved with project change forms
•Determine if external consultants are required to complete project plan
•Track and report on project milestones and provide status reports to sponsor
•Lead, coach and motivate project team members on a proactive basis
•Determine how results will be measured and complete a post-project evaluation to determine how well results were achieved
•Develop tools and best practices for project management and execution
•Manage project status, critical path, and risks to the project
•Create and maintain business requirements traceability matrix
•Conduct project reviews with senior management and client
•Interact with the client and product team to gain an understanding of the business and technological requirements
•Candidate should be motivated to gain and retain subject matter knowledge on the software he/she will support
Qualifications
EXPERIENCE REQUIRED:
•6+ years as a Project Manager in a software development organization working with teams of 15+ members
•4+ years of experience directing virtual/non-collocated project teams
•Strong oral and written communication skills – Must provide written samples of project artifacts and/or a presentation and be able to talk about the different artifacts used
•Strong analytical and problem solving skills
•Experience in waterfall and agile software development methodologies
•Experience in developing project management plans with project objectives, communication plans, roles and responsibility rosters, risk mitigation and quality management plans.
•Experience preparing project and program financial reports
•Experience with SharePoint or a similar collaboration tool, including creating tabs, lists, etc.
•Experience in PowerPoint to prepare and deliver status overviews to senior management and stakeholders.
•Experience with Visio to document technical and business processes clearly, including experience with Swim lanes and other standard procedural diagrams.
•Experience with the DoD and/or healthcare and benefits is a plus
•Experience working with external clients required
•Experience in a supporting portfolio management role, where this means helping oversee and administer a group of projects and programs loosely connected only by common funding sources or common stakeholders. Experience running programs – defined as a collection of projects tightly related by a common business purpose and technology – is a plus
QUALIFICATIONS:
•Bachelor’s degree, preferably in Information Systems, Computer Science, or Finance
•Extremely organized
•Proficient in Microsoft Office suite -- MS Project, Word, Power Point, and Excel
•Commitment to deadlines
•Excellent communication and organization skills
•Analytically oriented and able to communicate findings both verbally and in writing
•PMP and/or SCRUM certificate required
•Familiarity with project management and software packages
•Leadership experience managing people
•Ability to create and maintain dynamic schedules using Microsoft project. Preference given to managing multiple separate schedules and reporting them to a segment-wide view through a MS-Project master schedule.
