HP’s APJ Talent Acquisition Organization comprises 250+ specialist Talent Acquisition resources located across the Asia Pacific and Japan Region.
Reporting into the Director of Talent Acquisition APJ, the Greater China Talent Acquisition Manager manages the end to end recruitment process including consulting with HR and business partners to identify Talent Acquisition needs, design and implement attraction strategies, ensuring clear job skill specifications, internal and external sourcing, candidate screening, offer consultation and completion, and facilitation of background checks, relocation/immigration, and hiring processes throughout China, Taiwan and Hong Kong. Drive the Global Talent Acquisition strategic programs, policies, platforms, services, and tools that enable HP to align talent acquisition with the workforce plans. Ensure compliance with programs, such as workforce redeployment and reduction and also university and early career hiring. Supports talent acquisition and disengagement activities which result from mergers, acquisitions, outsourcing and divestitures (MADO). Ensures local talent acquisition practices are compliant with global and regional initiatives and legal requirements, and meet business priorities such as diversity hiring objectives. Develops and manages relationships with talent acquisition vendors and HRGS organizations. As the key focal point for the Greater China Country HR management team for the execution of country talent acquisition strategies and fulfillment of all job profiles, you will need to manage client expectations and desired deliverables.
Key Responsibilities
- Directs and controls activities within a sub-region or region, including hiring, setting and monitoring of annual performance plans, coaching, and development of the Greater China Talent Acquisition team. The Talent Acquisition team consists of approximately 45 team members across 3 countries.
- Develops and leads the implementation of an annual talent acquisition plan based on business workforce plans for the regional program. Communicates the plan to all stakeholders.
- Proactively engages in HR and business strategies to determine talent gaps, current needs and future workforce plans.
- Drives and executes on talent acquisition strategies for business needs and workforce transformation initiatives.
- Partners across Talent Acquisition and HR organizations for end-to-end client satisfaction in the recruiting process
- Assesses the efficiency of talent acquisition tools, identifies gaps and presents opportunities to higher management.
- Develops hiring targets and ensures the achievement of those targets at the regional and global level.
- Ensures that talent acquisition efforts are in compliance with statutory and corporate requirements.
- Manages the beginning to end recruitment process within the regional or global program and ensure to deliver the best hiring solutions to business stakeholders.
- Acts as a consultant to senior management on the development of broad strategy and policies where there is a talent acquisition impact. Trains hiring managers on the talent acquisition process and policies.
- Maintains strong relationships with HR and the business management team to ensure staffing strategy is aligned with business needs.
- Support recruiters in developing and implementing strategies for critical hiring projects.
- Represent the country, contributes to the development and implements global/regional talent acquisition initiatives, programs and plans.
- Lead and drive Talent acquisition owned programs within the country.
- Manages third party vendors. Holds regular reviews and creates action plans to resolve performance issues.
- Proactively participates in country HR programs and maintain strong relationship with Country HR and Business stakeholders to create synergies and deliver desirable outcomes.
- Drive Employer Branding, Social and Digital media strategies liaising with a regional Employer Branding lead.
- Assesses the efficiency of talent acquisition tools, identifies gaps and presents opportunities to higher management.
- Recruitment and selection of key positions/senior roles
- Project management and reporting as needed
Qualifications
- First-level university degree preferred.
- Typically 10 years’ experience in Talent Acquisition and/or HR with a strong recruitment focus in a multi-national (MNC) environment, with at least 3 -5 years in a supervisory role leading big teams and projects
- Knowledge in Human Resources
- Knowledge and experience of in-house recruitment hiring processes, recruitment tools and methodology
- Strong knowledge of recruitment systems, models and methodologies.
- Strong knowledge of recruitment external market practices and trends in functional area.
- Hands-on experience delivering and managing hiring initiatives in multiple countries.
- Superior program management, process development, leadership, influencing, consulting skills.
- Superior communications (written/verbal), presentation, and facilitation skills in English.
- Ability to work in a collaborative manner and develop strong working relationships with clients, employees and HR colleagues.
- Strong leadership and staff development skills.
- Customer centric recruitment approach - ability to handle customer relationship management, provide strong customer consultative skills and work in a large team environment
- Demonstrated experience in partnering with other HR/business functions to successfully deliver recruitment targets
- Proven organizational skills with attention to detail and the ability to prioritize and work well in an environment with competing demands
- Experience in a high-volume recruiting environment that emphasizes a highly structured, metrics-oriented methodology
